January 1, 2004 ANNOUNCEMENT

The United Lao Action Center (ULAC) announces that its new Office in Washington, D.C. is now open for business. It is located at the following address:

Washington, DC 20004

The Office is operated to support, assist and facilitate the goals and objectives of ULAC outlined below. In particular, it is to provide logistical, operational and organizational services as well as substantive support and technical assistance to all Lao Organizations as appropriate e.g. scheduling appointments, arranging meetings, organizing conferences, rallies and other events, maintaining a data base, helping with research and analysis enabling use of office facilities and others.

To the Lao democracy organizations and movements in the United States and the rest of the free world who took part in the establishment of ULAC, we look forward to providing services to you for your work activities in Washington, D.C. To other Lao freedom organizations, we here and now welcome you to our Office.

We extend a special invitation to the concerned government and inter-government agencies, NGO's, and democracy allies in Asia and other parts of the world to call on us for exchange of ideas and information, for mutual support, and for solidarity of actions.

UNITED LAO ACTION CENTER

GOALS

To promote freedom and democracy for Laos

To enhance change towards a free, open and fair election system with multi-party participation in Laos

To advance and safeguard respect for human rights, religious freedom, justice, the rule of law, freedoms of expression, assembly, association and the press in Laos

To foster capacity building for accelerated economic growth, reduction and eradication of poverty in Laos

OBJECTIVES

To strengthen unity and mutual support among all Lao organizations worldwide with similar goals

To provide a central forum for exchange of information, knowledge and ideas and for coordination of efforts

To establish an office in the Washington, DC area in order to facilitate the efforts of all Lao organizations in conducting work there

To establish contacts and working relationships with US government agencies, international agencies, NGO's, and allied democracy organizations

To raise, maintain and enhance world awareness about the issues of Laos through research and analysis for radio/TV broadcasts and outlets, press/news releases, bulletins, communiqués, official correspondences, position papers and others

To provide logistical, operational and organizational services as well as substantive support and assistance to all Lao Organizations as appropriate e.g. scheduling appointments, arranging meetings, organizing conferences and other events, maintaining a data base, enabling use of office facilities and others

APPROACH

To rely on diplomatic interactions, debates, dialogues, negotiations and other peaceful, constructive, positive and forward-looking means.
